Bipartisan bills have been introduced in the House and Senate to protect the Mueller investigation. However, we urgently need pressure on Congress to pass these bills and ensure Mueller’s investigation is allowed to be completed.

While Republicans have failed to repeal the Affordable Care Act (ACA), Trump has indicated his willingness to sabotage the law through other means. ACA analyses have repeatedly shown that the individual markets are largely functioning well, with cost-sharing subsidies shielding buyers from premium cost increases. However, Trump and the Department of Health and Human Services, led by Tom Price, are taking steps to destabilize these markets.
Trump is currently threatening to withhold insurance payments known as cost-sharing reductions (CSRs), which allow insurers to offer lower-cost individual market plans with lower out-of-pocket costs to low-income consumers. The Congressional Budget Office has released an analysis concluding termination of CSR payments would increase premiums for the most popular individual market plans by 20% next year and 25% by 2020 and leave about 5% of the population without access to any individual plans at all. By contrast, if the CSRs are left in place, less than 0.5% of the population would live in a region without access to individual market plans.
Despite the CBO’s findings and insurance experts insistence that ACA markets are stable, the Trump administration has refused to commit to paying CSRs. Instead, he and his Republican allies in Congress appear willing to sabotage the ACA for political gain, creating turmoil in the individual insurance market and causing real harm to individuals.

Special Counsel Robert Mueller’s investigation is moving forward with signs that the probe is gaining momentum on money laundering, obstruction of justice and collusion. It is widely believed to be a matter of time before Trump attempts to fire Mueller as the investigation closes around him and his inner circle.

Trump and his allies have tried in many ways to obstruct or discredit the investigation. Some of Trump’s advisers are now urging him to step up the attack on Mueller.

Trump’s Republican allies in the Senate have previously attacked former FBI director James Comey. Trump’s attack on the FBI’s use of the Steele dossier in its investigation has been supported by Senate Judiciary Chairman Chuck Grassley (R-IA). In the House, Chairman of the House Intelligence Committee, Devin Nunes (R-CA), is also plotting to attack the Steele dossier despite his recusal and, according to Representative Eric Swalwell (D-CA), Nunes “is trying to undermine the investigation.”

Trump ally Sean Hannity has launched repeated attacks on Mueller and called for Mueller’s investigation to be ended and replaced by a criminal investigation of Mueller.

As Mueller’s investigation appears to be getting close on money laundering, obstruction and collusion, it is urgent that Congress pass bipartisan legislation which has been introduced in the House and Senate to protect Mueller’s investigation. Trump is trying to stop the legislation, including a call to Senator Thom Tillis (R-NC), a sponsor of the legislation, to try to get him to kill it.

We urgently need the legislation to be accelerated to protect the investigation and prevent a Constitutional crisis.

Republican lawmakers in the House and the Senate have proposed 2018 spending bills that will underfund our nation’s scientific institutions. Many of these cuts specifically target climate change research: under the Commerce, Justice, Science Appropriations Act in the House (H.R.3267), funding for climate science at the National Oceanic and Atmospheric Administration (NOAA) would drop by 19%, the Department of Energy’s Advanced Research Projects Agency – Energy (ARPA-E) would disappear, and NASA’s earth science budget would shrink by 11%. In addition, the National Institute of Standards and Technology’s (NIST) funds would shrink by 4%, and the National Science Foundation’s (NSF) funds would be cut by over a hundred million dollars, with tight restrictions placed on the ability to redistribute funds towards novel research. The equivalent Senate appropriations bill (S.1662), though less extreme, also contains millions of dollars of cuts to programs at NASA, the NOAA, the NIST, and the NSF.

Scientific funding, which makes up less than 2% of the federal budget, is an essential investment in our country’s future: technological innovation, especially in the renewable energy sector, will create American jobs and improve lives, while climate change research must remain a high priority if we are to preserve our country – and our world – for future generations. Cutting funds for the NOAA, ARPA-E, NASA, the NIST, or the NSF is not the way to address the problem of federal debt. Both H.R. 3267 and S. 1662 have passed in committee and move next to floor votes in the House and Senate, respectively.

Senator Richard Burr (R-NC) and Senator Mark Warner (D-VA), the Chairman and Vice-Chairman of the Senate intelligence Committee, held a press conference on Wednesday in which they said they have concluded Russia interfered in our 2016 election, including with our election systems, and that their interference is continuing.

The Department of Homeland Security first notified 21 states in September, a year late, that their systems had been targeted by Russian government hackers during the 2016 elections. Burr and Warner expressed concern that it took so long and warned that Russian interference is on-going and could impact the integrity of the 2018 elections. Their concerns were echoed by Christopher Wray, Trump’s newly appointed FBI head. Former ambassador to Russia Michael McFaul has also warned that the US is not prepared for Russian interference in 2018 and 2020.

Senator Kristen Gillibrand (D-NY) and Senator Lindsey Graham (R-SC) have introduced bipartisan legislation to establish an independent commission to determine how Russia interfered with our election systems and to make recommendations to prevent future interference.

The integrity of our elections is critical to our democracy. We must have a thorough bipartisan examination of the Russia’s cyber interference and recommendations on how to ensure it is stopped in future elections.

FEDERAL DAILY ACTION: Thursday, October 5, 2017 Block the Deregulation of Gun Silencers!

The SHARE Act, the “Sportsmen’s Heritage and Recreational Enhancement Act” (H.R. 3668), contains several alarming provisions that undermine public safety and environmental protections, including the “Hearing Protection” provision that deregulates the purchase of gun silencers. The sound of gunfire serves an important public safety purpose in alerting nearby people to danger, and as a result, gun silencers have long been subject to the same purchasing restrictions as machine guns, explosives, and other dangerous weapons. If made law, the SHARE Act would remove these restrictions and make it easier to buy a silencer without a background check, therefore enabling people with violent criminal records to have easy access to gun silencers. Gun silencers also do not serve any hunting-specific purpose, as there are numerous ear protection options already widely available to hunters.

From an environmental perspective, the SHARE Act would undermine the 1964 Wilderness Act and severely limit the National Park Service’s authority over the management of hunting and fishing within national park boundaries. It would replace the current requirement for reasonable limits on fishing with a lower standard of protection, resulting in overfishing and the destruction of habitats. The bill also reduces the ability of the National Park Service to regulate hunting, even in Alaskan wildlife preserves.

The SHARE Act has passed committee, was postponed after the mass shooting in Alexandria, VA and while it appears to be on hold right now it does await a vote on the House floor.

The Republicans have until September 30th to repeal and replace Obamacare with 51 votes. If a plan is approved, it will go the House for a vote before that date. Senators Lindsey Graham (R-SC) and Bill Cassidy (R-LA) introduced their last ditch attempt at repeal last week and it is gaining momentum.

The bill is even worse than the last Trumpcare, slashing Medicaid and ending federal subsidies for premiums. The bill also gives states the authority to allow insurers to charge prohibitive premiums to people with pre-existing conditions.

In trying to beat the September 30th deadline to repeal the ACA with only 51 votes, Republicans would have to vote with only a preliminary CBO score, with no estimates of how many will lose coverage, premiums or effect on the deficit. To address concerns about “regular process” raised by Senator John McCain (R-AZ), the Senate Republicans have scheduled a sham hearing before the Homeland Security committee, which has nothing to do with healthcare.

It is important to contact both your House member as, if the Senate passes the bill, it is expected the House will be asked to pass it “as is” before the September 30th deadline. Some Republican representatives who voted for the first Trumpcare bill have serious concerns about Graham-Cassidy.

We need an overwhelming number of calls, letters and pressure on our members of Congress to defeat Trumpcare once and for all. The bill is a potential death sentence for sick and vulnerable Americans. Voting on the bill without a full CBO score and full hearing is reckless. Instead, Congress should pass a bipartisan bill to stabilize the exchanges and repair the ACA.

GOVERNORS: OPPOSE THE GRAHAM-CASSIDY ACA REPEAL
September 30th is the last day to repeal the Affordable Care Act using the budget reconciliation process which requires only a simple majority to pass in the Senate. Senators Lindsey Graham (R-SC) and Bill Cassidy (R-LA) have proposed a new, last-minute ACA repeal bill that is even more disruptive than previous GOP repeal plans.

In the name of “giving states more local control,” the Graham-Cassidy bill would convert current ACA federal funding into state block grants, using a complex formula that gives more funding to sparsely populated states over states with higher populations. It eliminates the ACA’s tax credits and cost-sharing subsidies for middle- and low-income marketplace consumers and ends Medicaid expansion by 2020. The plan would also end the individual insurance mandate while requiring insurers to cover everyone, a combination of policies that have historically resulted in astronomically high premiums.

Governors have a vested interest in preserving ACA federal funding and protections for residents of their state and should speak out on how the Graham-Cassidy bill would negatively affect their citizens.

President Trump’s remarks after the tragedy in Charlottesville have drawn criticism from Democrats, civil rights groups and others, including many Republican Senators and Representatives, world leaders, Jewish Republicans, business leaders (who forced Trump to disband his business advisory councils), popular mainstream press.

The House and Senate can censure a president, expressing their moral outrage and sending a message to the world that the president’s views are not those of our country. House Democrats have unveiled a resolution to censure Trump for failing to immediately name and condemn white supremacist groups and condemn terrorist actions in Charlottesville. The NAACP Legal Defense Fund has recommended that Congress demand oversight hearings with DOJ, DHS and other agencies about enforcement of hate crimes, civil rights laws and anti-discrimination efforts.
